The By-Laws of the College of Licensed Practical Nurses of Manitoba (CLPNM) are established by the CLPNM Board within its authority under The Licensed Practical Nurses Act.

The By-Laws set out rules on matters such as:
  • how the CLPNM is to be governed
  • how meetings of the membership and of the Board are to be conducted
  • procedures and criteria for election and appointment to the Board
  • the committees that support the Board in its governance function, and
  • the rights, privileges and obligations of each class of membership.

By-Law Amendments for The Regulated Health Professions Act

The CLPNM is actively working with the Government of Manitoba on the practical nursing profession’s transition to governance under The Regulated Health Professions Act (RHPA). The transition date has not yet been confirmed but may occur sometime in 2023 or 2024. When the CLPNM transitions to the RHPA, its by-laws will need to be replaced. Draft by-laws have been prepared and were conditionally approved by the CLPNM Board of Directors in April of 2023.  For consistency, further revisions to the draft by-laws may be required once regulations for the profession are finalized.

The draft by-laws, including rationale, are being posted to the CLPNM website at this time to provide CLPNM registrants ample advanced notice and the opportunity to make comments. Note that, until the profession’s transition to the RHPA is complete, practical nurses continue to be regulated under The Licensed Practical Nurses Act.
